On December 5, 1968, the Dezhou Fertilizer Factory was completed and put into operation. At that time, it had fixed assets of only 4.18 million yuan, with an annual production capacity of 5,000 tons of synthetic ammonia and 20,000 tons of ammonium bicarbonate.
1996 marked a significant milestone in the development history of the Dezhou Fertilizer Factory. That year, the company implemented a group-based business strategy, successively establishing subsidiaries including Dezhou Dahua Industrial Co., Ltd., Dezhou Tongda Transportation Co., Ltd., and Dezhou Wanfeng Chemical Co., Ltd. On June 6, the plant underwent a comprehensive restructuring and was renamed Dezhou Hengsheng Chemical (Group) Co., Ltd.
On April 25, 2000, Shandong Hualu-Hengsheng Chemical Co., Ltd. was officially established, with SHANDONG HUALU-HENGSHENG GROUP CO ., LTD. as the primary sponsor, jointly founded by five other enterprises. On June 20, 2002, the company's stock ("Hualu Hengsheng") was officially listed and began trading on the Shanghai Stock Exchange.
